Companies that develop R&D, design, automation, digital game companies, sector-specific analyses, and software projects can apply to Kütahya Design Technopolis, primarily focusing on TÜBİTAK's Priority R&D and Innovation Topics.
For Kütahya Design Technopark, a project application fee of ........ ₺ + VAT is charged per project. (This fee is updated at the beginning of each year or as deemed necessary by a decision of the Board of Directors.) Additionally, companies that have received R&D project approval from institutions such as TÜBİTAK, TÜSEB, KOSGEB, etc., will be included in the ecosystem without an application fee if suitable space is available.
Applications will be evaluated by a three-member expert jury in the field of the company's activities and for projects carried out within Kütahya Design Technopolis. During the evaluation process, the jurors may conduct face-to-face meetings with the applicant company if necessary and may visit their existing offices or facilities if deemed necessary. The opinions of the jurors will be submitted for approval to the Board of Directors of Kütahya Design Technopolis. Based on the jurors' opinions, the company may be accepted into the Technopolis, conditionally accepted, or its application may be rejected. The primary criteria for acceptance into the Technopolis are the R&D nature of the projects and the university-industry collaboration aspect. Additionally, companies that have received R&D project approval from institutions such as TÜBİTAK, TÜSEB, KOSGEB, etc., will be included in the ecosystem without an application fee, provided there is a suitable place.
The review committee consists of 3 experts in the company's field of activity, particularly regarding the proposed research and software development projects. In appointing the review committee, priority is given to faculty members from Kütahya Dumlupınar University and Kütahya Health Sciences University, with 2 faculty members and 1 representative from the relevant sector being appointed. Companies are not informed about the members of the review committee; they only learn about the committee if the reviewers deem it appropriate and if necessary, during the evaluation meeting or at the end of the evaluation.
The evaluation of applications is a process that takes a maximum of 15 days from the submission of forms and the completion of the company project application. Within this period, the entire process will be completed, and the decision of the Board of Directors of Kütahya Design Technopolis Management Inc. will be communicated to the companies.
Companies accepted into Kütahya Design Technopark must submit copies of their Regional Employment Workplace Registration, Social Security Institution (SSI) Workplace Registration, attendance sheet, and the document certifying their tax office obligations within 10 days after moving into their allocated office space, in accordance with the Law No. 4691 on Technology Development Zones. They also need to provide information about the personnel benefiting from the exemptions provided under Law No. 4691 (resumes, job descriptions, start dates, total duration of exemptions under Law No. 4691, SSI employment notifications) and information about personnel not covered by Law No. 4691 (full name, start date, a letter including their job at the workplace, and an SSI employment notification for that individual attached to the letter).
It is not mandatory for the company's headquarters to be located in the region. However, the R&D and software office in the region must qualify as a "workplace" according to the Turkish Commercial Code. Companies whose headquarters are not within the borders of Kütahya must have their regional offices designated as branches to meet this requirement.
One of the main purposes of establishing the region is to strengthen university-industry collaboration in research and technology development projects, which is why entrepreneurs/companies are expected to collaborate with universities. However, there is no ultimate obligation.

Additionally, you can visit our Technopark and get information from our R&D Unit or Administrative and Financial Affairs Unit. Operating expenses include office area climate control (depending on building conditions), landscaping, common area climate control and cleaning, building security, and common area electricity and water expenses. The electricity and, if applicable, water consumption of the office area, along with other services such as telephone and data, are not included in the operating costs.
Applications for Kütahya Design Technopark begin from the candidate company application section on the homepage of our website. After a preliminary evaluation, applications deemed positive will need to be submitted to the Kütahya Design Technopark Management along with the Kütahya Design Technopark Application Form and any other requested information.

We provide world-class services to entrepreneurs and technology companies

Pre-Incubation Services

Pre-incubation is our service that encourages individuals without a company, particularly primary, secondary, and university students, to start bringing their business ideas to life through entrepreneurship processes. It is completely free of charge. In our Entrepreneurship Offices, they can utilize internet, tea, coffee, and office services for 6 months, while developing their business ideas under the guidance of mentors assigned from our experienced firms located in the Technopolis and the oversight of our Technopolis Management team.

Incubation Services

Incubation is our service that supports entrepreneurs in taking their first steps into entrepreneurship by preparing their projects and establishing companies with a new idea. While establishing a company is mandatory, there is no rent fee; only a fixed shared expense fee is charged in shared offices. They can benefit from all incentives and opportunities in the relevant legislation.

Entrepreneurship Services

Our services allow entrepreneurs to work in offices specifically allocated to them after their projects receive approval, either by establishing a new company or utilizing their existing ones. Within our ecosystem, they can participate for free in training and informational opportunities, such as patent, KVKK, project application, and writing training, with our stakeholders including TÜBİTAK, the Development Agency, KOSGEB, the Chamber of Financial Advisors, etc.

Project Market and Entrepreneurship Acceleration Programs

We support the emergence of new projects through project markets and entrepreneurship acceleration programs that can be applied by individuals of all ages and are considered a first step into entrepreneurship.

Technopolis Academy

Teknokent Academy is our service that aims to bring together the business world, technopark entrepreneurs, and universities to foster the emergence of new ideas and their transformation into projects. We particularly organize events in collaboration with university student communities to connect the veterans of our business world and the actors of the entrepreneurship ecosystem with students and young entrepreneurs.

Internship and Job Opportunities

We are carrying out the necessary coordination efforts to offer internship opportunities in our technopark and the companies within it. For post-internship employment opportunities, we directly communicate the CVs of recent graduates and job seekers to the companies in our network through the job application section of our technopark website. We also ensure that internship applications are forwarded to our companies through the internship application section on our website.

Corporate Tax Exemption

According to the temporary Article 2 of the Technopark Law; the profits obtained by corporate tax payers operating in the region from their R&D, software, and design activities in this region are exempt from corporate tax until December 31, 2028.

VAT Exemption

According to the temporary article 20 of the VAT Law; the deliveries and services related to system management, data management, business applications, sectoral, internet, gaming, mobile, and military command control software produced only in these regions by entrepreneurs operating in the technopolis are exempt from VAT during the period in which their profits are exempt from corporate tax.

Income Tax Withholding Incentive

One of the most significant advantages brought by the Technopolis Law is the income tax withholding incentive provided to salaried employees. According to the temporary Article 2 of the law, the income tax calculated on the salaries of R&D, design, and support personnel working in the region is exempted from withholding tax until December 31, 2028. The income tax withholding incentive also applies to managers, technical staff, laboratory technicians, secretaries, workers, and similar personnel who participate in or are directly related to R&D or design activities. The number of support personnel is limited to 10% of the total R&D/Design personnel. In regional companies with a total of up to fifteen R&D/Design personnel, this ratio is applied as 20%.

Stamp Tax Exemption

According to the temporary Article 2 of Law No. 4691, the documents related to the salaries earned by R&D, design, and support personnel working in technology development zones exclusively due to their duties in this area are exempt from stamp duty until December 31, 2028. Therefore, stamp duty exemption is applied to the salary payrolls of the relevant personnel.

SGK Employer Premium Share Incentive

Half of the employer's share of the insurance premium calculated based on the salaries of the personnel actually working in the region will be covered by the allocation to be included in the budget of the Ministry of Treasury and Finance. The support provided corresponds to 7.75% of the total premium rate.

Customs Duty Exemption

According to the additional Article 2 of Law No. 4691; regarding R&D, innovation, software, and design projects carried out within the scope of the Law: Goods imported for use in research are exempt from customs duties and all kinds of funds. Documents issued and transactions carried out within this scope are exempt from stamp duty and fees. This exemption can only be used in activities aimed at prototype development and with referee approval.

VAT Exemption on Machinery and Equipment Purchases

In the legislation related to Law No. 4691, there was no VAT exemption for the purchases of technopark businesses; however, regulations were made on this matter with the Laws No. 7103 and 7104 published in March and April 2018. In this context, a VAT exemption has been introduced solely for the purchases of "machinery and equipment" by technopark businesses. This exemption applies only to items used for R&D and innovation activities and is subject to referee approval. Second-hand machinery and equipment, software purchases, consumables, and furniture such as fixed assets are not included in this scope. In cases where the machinery and equipment purchased under the exemption are: Used outside of R&D, innovation, and design activities, Disposed of, Leased, the unpaid taxes will be collected along with tax loss penalties and late interest.

Support for Basic Sciences

According to Article 8/4 of Law No. 4691; Techno-park companies employing R&D personnel with at least a bachelor's degree in basic sciences (mathematics, physics, chemistry, biology) will have the portion of the monthly salary they pay to this personnel, which is equal to the gross amount of the minimum wage valid for that year, covered by the Ministry's budget for a period of 2 years. Law No. 7263 anticipates additional regulations regarding these areas.

Doctoral Student Support

Support may be provided to companies operating in the regions for the PhD students they employ as R&D personnel, limited to a duration of two years and subject to the budget allocation set by the Ministry.

On July 15th, Democracy and National Unity Day; we commemorate our dear martyrs with mercy and honor our heroic veterans with gratitude and appreciation. On the night of July 15, 2016, our nation demonstrated a historic stance in unity and solidarity, standing up for democracy, independence, and national will. The determination shown on that historic night has become one of the strongest indicators of our will to safeguard the future of our country. We remember all our martyrs who sacrificed their lives for democracy with mercy, and we honor our veterans with respect and gratitude; we commemorate our nation's July 15th Democracy and National Unity Day.

The meeting was also attended by Ahmet ÖZRENK, the owner of CevizSoft, and Mustafa DEMİRAY, the owner of DemiraySoftware, from our Technopark companies. As part of the program, our General Manager, Assoc. Prof. Dr. Durmuş ÖZDEMİR, gave a presentation about the activities of our Technopark, the entrepreneurship ecosystem, and the ongoing projects. Our management team also participated in the meeting. Following that, Anıl ŞENSÖZ, the Industry Relations Specialist of the Ege University Information Technology Application and Research Center, provided an informative presentation about the Enterprise Europe Network. The presentation shared international collaboration opportunities, support mechanisms offered to companies, and the possibilities provided by the Enterprise Europe Network with the participants. During the meeting, evaluations were made regarding the development of national and international collaboration opportunities, technology-focused projects, and potential joint efforts towards the entrepreneurship ecosystem. We thank all participants for their kind visit and valuable contributions.
